The First Information Hiding workshop was held at Cambridge, England, in 1966. As I was listening to the workshop papers it became clear to me that governments would try to respond to the threat which steganographic technologies offer to surveillance systems. This tongue-in-cheek proposal, delivered ad lib at the end of the workshop, lampoons one such possible response.
